Ottawa County Release Meanings
A release entry is a custody event, not one standard Kansas form. For an Ottawa County booking, the useful record links a person and booking number to admission, charge, case, departure time, release category, authority, and destination. A person may leave after bond, a court order, time served, dismissal, or completion of a local sentence. Those events can put the person back in the community. A transfer to Mitchell County Jail, the Kansas Department of Corrections, another jurisdiction, or immigration custody does not.
The distinction is unusually important here. The Ottawa County Detention Center is still described by the county as its detention and communications facility. Yet official county minutes dated April 8, 2024 report that it was then used chiefly for short-term booking and transportation while prisoners needing longer stays were primarily placed in Mitchell County. That is a dated operating snapshot, so current placement must be checked with Ottawa for the named person.

Ottawa County Release Record Fields
Ottawa County does not publish a field dictionary or released-booking archive. A focused request should therefore name the existing booking or jail-management record and identify the fields needed. The request does not require staff to answer questions or create a custom report. It asks for a stored entry in electronic form, tied to a person and a reasonable date range.

A court order and a jail entry answer different questions. The order shows why custody was supposed to end or change. The jail record shows when the person actually left and where the record says the person went. If those accounts differ, provide both identifiers and ask the agencies to reconcile the conflict. A bond order alone does not prove the person walked out, and a departure code alone may not explain the legal basis.
Request Ottawa County Release Records
Send a narrow Kansas Open Records Act request to the office that created the record. For an Ottawa booking, use the Ottawa County Sheriff at 312 N. If Ottawa identifies Mitchell as the holding agency, a second request may be needed for Mitchell’s admission or departure entry.
- Give the full name, a booking or case number when known, and a bounded date range.
- Ask for the existing booking, movement, and release or discharge entry in electronic form.
- Name the desired fields, including departure time, release type, destination, and releasing authority.
- Request the booking photograph separately and ask for all reasonably segregable public parts.
- Set a cost ceiling and ask for an itemized estimate before higher fees are incurred.
- Keep the agency response, estimate, cited exception, and produced record together.
K.S.A. 45-218 requires action as soon as possible and no later than the end of the third business day. That deadline is for the agency’s action or explanation, not guaranteed completion. If access cannot be immediate, the agency should explain the delay and provide the earliest practical time and place. K.S.A. 45-219 permits reasonable actual-cost fees and advance payment. Ottawa publishes no special release-record fee table in the reviewed material.
A focused request seeks an existing record. It does not require an office to research a case, settle a factual dispute, or create a new report.
Ottawa County Record Access Limits
Kansas open-record law starts from access, but the record and its contents control. K.S.A. 45-221 contains exceptions for material such as juvenile, sealed, expunged, medical, treatment, security-sensitive, and some investigation records. Subsection (a)(29) also identifies correctional categories that may be disclosed, including names, photographs, sentence information, parole eligibility, custody level, facility, and parole office. Ask for the public fields even when another part must be withheld.
K.S.A. 21-6614 governs expungement of qualifying Kansas arrests, diversions, and convictions. Eligibility and waiting periods depend on the event, offense, and completion of the sentence or supervision. An expunged or restricted case can change public access. It does not support a guess about why a person vanished from an online result. KASPER follows a different retention pattern and may retain KDOC histories dating to sentences imposed since 1980 unless the public conviction is removed by a qualifying legal event.
Can an absent result prove release? No. Ottawa has no public roster, Mitchell publishes no list, KASPER does not include every local booking, and court entries can lag or be restricted. Affirmative dated evidence is needed.
Ottawa County Jail Operations Shift
The county’s static detention page says the Minneapolis facility opened in December 1996 and was built with 60 beds for county and contract prisoners. The later operational record adds vital context. At the April 8, 2024 commission meeting, the sheriff said the jail was not closed. Budget pressure and fewer local and outside prisoners had led to fewer long stays, continued short booking and transport work, and primary longer-term placement in Mitchell County at that time.
Those facts should remain dated. They do not prove today’s placement, and historic contracts with other counties or federal agencies do not prove a current arrangement. For each Ottawa County release inquiry, first ask where the person was physically held. Then ask whether the Ottawa departure code describes a community release or a transport. The two events can look alike from outside the building but lead to opposite custody conclusions.

Property After Ottawa County Release
Personal property follows the facility that holds it. Mitchell County documents a specific process for property held there: the confined person completes a Release of Property form naming the recipient, and that recipient must show proper identification. Evidence remains a matter for the arresting agency. This can help when Ottawa confirms that a person is housed in Beloit.
Ottawa County’s own return procedure was not verified in the research. Do not apply Mitchell’s form to the Minneapolis facility. Call Ottawa and ask what identification, authorization, pickup location, and timing apply to the stored property. A property release also does not prove the person was released from custody. Mitchell may release property while the person remains confined or moves elsewhere.
Find Ottawa County Released Inmates
Begin with custody type, not a broad name search. Ottawa County and the City of Ottawa in Franklin County are easy to confuse. The county seat at issue is Minneapolis. Match the agency, county, case, physical details, and identifiers before relying on a result.
- Call Ottawa County Detention Center and ask whether the recorded event was community release or transfer.
- If Ottawa names Mitchell County, call Mitchell at 785-738-3523 for physical status and departure destination.
- Search the Kansas District Court Public Access Portal, narrow to Ottawa County, and review the filed authority.
- For a state sentence, accept the KASPER disclaimer and match a KDOC record by number or several identity fields.
- Use VINELink for a participating agency event, while preserving its status wording and “as of” time.
- Use BOP or ICE only when the record points to federal or immigration custody.
- If no online channel answers the question, request the existing dated movement or release record.
A released person normally drops from a live custody view, but Ottawa has no public roster to watch and Mitchell publishes no inmate list.

Ottawa County KASPER Release Search
KASPER, the Kansas Adult Supervised Population Electronic Repository, covers people in KDOC-operated or KDOC-funded populations. It is not a list of every Ottawa County arrest. KDOC says its public data covers people sentenced to the Secretary’s custody since 1980 who are incarcerated, supervised after incarceration, or discharged. A local detainee who never entered KDOC may have no result.

Read the detail in sequence. “Inmate” means state custody. Parole, conditional release, or postrelease usually means the prison part ended while community supervision continues. “Discharged” indicates the KDOC obligation ended. Then inspect dated movements, parole office, conviction county and case, and the Anticipated Release Date. A date is projected, not a guaranteed departure hour.

This screen is the state-system entry point. It is appropriate after an Ottawa case becomes a KDOC sentence, not for a person who only had a county booking.
KASPER updates each working day. Its known modernization gap also prevents display of community-corrections probation events after April 21, 2021. Ottawa County Court Release Proof
Ottawa criminal cases belong to the two-county 28th Judicial District. The statewide court portal can preserve the case chronology after a brief jail event is no longer visible anywhere online. Search by party, narrow to Ottawa County, match the case number, and review the register of actions for bond orders, dismissal, disposition, sentencing, jail credit, probation, revocation, and discharge.
The Ottawa County District Court at 307 N. Concord in Minneapolis can provide filed orders not available through the portal. Public hours are Monday through Friday, 8:00 a.m. to 5:00 p.m., with a noon to 1:00 p.m. closure. The office number is 785-392-2917. A release order establishes authority. The jail’s departure entry establishes physical movement.

The portal should be narrowed to Ottawa County because results for the City of Ottawa may belong to a different county and court.
Transportation After Ottawa County Release
The two-jail geography creates a practical travel issue. OCCK’s official 81 Connection advertises three bidirectional weekday trips along the Highway 81 corridor linking the Beloit area, Minneapolis, and Salina. That route can matter to someone returning from either implicated jail city or reaching an office in Salina.
It is fixed-route transit, not an on-demand jail release shuttle. No jail-door stop is promised. Confirm the current timetable, map, fare, operating day, and pickup point before relying on it. The transit option should be planned only after the custodian confirms the actual release site and time. A person transferred from Minneapolis to Beloit remains in custody and does not yet need a community pickup plan.
Ottawa County Bond Release Supervision
Ottawa participates in the 28th Judicial District’s pretrial and bond-supervision structure. Official 2022 county minutes described Tuesday courthouse presence, automated appointment and missed-appointment notices, and field surveillance. The current Community Corrections office is based in Salina and serves the district.
Pretrial supervision follows release before the case is resolved. It is not probation after judgment and not KDOC parole after prison. Read the bond order for terms, then use the assigned court or pretrial office for current directions. A person can be out of the jail under active pretrial control without ever appearing as a parolee in KASPER.
Ottawa County Release Status Channels
VINELink can report custody events from participating agencies. Select Kansas, search the person with more than a name, check the supplying agency, and record the event wording and “as of” time. A VINE release event is a report from that supplier. It does not rule out pickup by another jurisdiction, and federal inmates are outside VINE’s scope.
The KBI Registered Offender Search is a separate post-release channel for people who fall within Kansas registration law. A listing does not prove a recent Ottawa release. Its absence does not prove custody or discharge. For community supervision, KASPER and the official Salina parole directory are the state routes, while court probation and Community Corrections must be checked through the court-centered system.

Ottawa County Federal Release Checks
The BOP Inmate Locator is the route for a federal sentence. BOP says the locator covers federal inmates released after 1982 and may show an actual past or projected future Release Date. Search by register number when possible. A “not in BOP custody” result does not rule out federal supervised release, immigration custody, state custody, or a local warrant.

BOP is not the right proof for an Ottawa-only jail event or a USMS pretrial detainee who never entered the sentenced BOP population.
ICE’s Online Detainee Locator is the immigration check. Search with an A-number and country of birth when known or the available biographical fields. No active ICE detention site or current Ottawa County detention contract was verified. A missing ICE result is not proof of community release because recent intake, transfer, spelling, age, or system scope may affect the result.
Ottawa County Release Facilities
The facility list follows the possible custody owners rather than claiming all five operate buildings in Ottawa County. Ottawa handles the local booking record. Mitchell is the documented longer-term county host in the 2024 snapshot.
